The Opportunity

Reporting to both the Signals Manager and the Communications Manager, the S&C Supervisors are responsible for planning and overseeing all the Signals and Communications maintenance activities for their respective territories in the GTA-West region. The S&C Supervisors’ goal is to ensure customer satisfaction is attained through good performance on all the pre-established key performance indicators (KPI’s) for Centralized Traffic Control and Road Crossing performance, in order to maintain a safe and fluid railway operation. These positions will be:

  • 1 for Newmarket Sub (Bradford),

  • 1 for Weston Sub (Mississauga), and

  • 1 roving Supervisor for additional coverage on both (Weston and Newmarket)

Human & Material Resources Management

  • Work with the Signals Manager and the Communications Manager to hire and build a team of S&C Maintainers, Technicians, and Inspectors, to be arranged in a 24/7/365 scheduled to support the client’s operational needs.

  • Interact with employees face-to-face on a regular basis, in order to continuously audit the condition of all the locations in the territory, check the quality of the workmanship and validate employee safe work practices. The ratio of time spent in the field vs the office needs to be roughly 80% to 20%.

  • Work with the S&C OJT Trainer to arrange additional training for newer employees or employees requiring incremental focus.

  • Ensure the proper tools and PPE are made available to employees at all times to successfully carry out the work.

  • Validate all the pertinent details for every trouble call are properly captured by the employees responding to it in the corresponding trouble ticket.

  • Ensure proper material inventory levels are made available based on territory needs and that all the material used is properly accounted through all the maintenance service orders.

  • Ensure all S&C testing is completed within their prescribed intervals with a focus on preventive maintenance in order to reduce trouble calls. Verify the tests are properly recorded and any completed hand-written forms are safely stored.

  • Validate and approve payroll information using the company’s timekeeping system, ensuring the workforce’s time is being properly utilized. Use adequate cost controls to stay within budget.

  • As part of the management on-call rotation, be available to assist employees on trouble calls being escalated. Provide the Network Operations Center with regular updates every 30 minutes until resolution. Escalate to upper management as per SMO’s S&C internal escalation process.

  • Address employee performance or discipline, in conformance with the collective bargaining agreement and applying a method of progressive discipline when required, in consultation with the Signal Manager and/or Communications Manager.

Safety & Compliance Management

  • Drive compliance with SCP’s and GI’s in order to reinforce quality assurance, performance, and testing timeliness.

  • Take a leadership role in finding proactive solutions that would lead to possible improvements in our maintenance operation and reliability, and/or our client’s train operations.

  • Complete good quality safety and efficiency tests (PMRC audits) on a regular basis on all direct-reports, to ensure steady compliance of employees with the standards and work safety rules.

  • Ensure that employees’ training and records of qualifications are maintained up to date.

  • Ensure that all operations are executed in compliance to Federal, Provincial and Corporate safety policies, along with Canadian Rail Operating Rules (CROR) and Transport Canada regulations.

  • Investigate thoroughly all incidents, accidents, rules, or work procedure violations and produce a formal report to upper management and the client. Take appropriate measures in conjunction with upper Management, the client and Human Resources.

Client Relationship Management

  • Interact with the client on a regular basis to understand their needs and requirements and keep them up to date on territory activities and any issues that may arise.

  • Build rapport with the client’s Signal Specialists, Rail Traffic Controllers and their Capital Planning group.

Required Skills and Qualifications

  • At least 5 years of railway signals maintenance experience

  • At least 2 years in the direct supervision of signals employees

  • Experience in writing signal testing plans

  • Experience overseeing testing and commissioning

  • Experience with the creation and reviewing of crossing deactivation plans

  • Completion of Class I Railway signals maintainer or technician training apprenticeship or equivalent

  • CROR qualification

  • Root cause analysis experience

  • Strong organization skills

  • Valid driver’s licence required

  • Ability to maintain relationships with clients

  • College diploma or University degree in a related technical field (ex: telecommunications, electronics, etc.) is an asset
