The Project Procurement Manager (PPM) is an important member of the supply chain organization. You will be focused on one platform area at a time in our Rail group; either Light Rail Car, Locomotives, Coaches or Bogies (also known as trucks).
This job is based in Sacramento, Ca. Clearly define the supply chain in coordination with the cross-functional project team and aligning the team with the various procurement strategies to be executed
Getting involved early within the project at the proposal stage, to drive material cost optimization and establishing project material budgets
Creating and maintaining project procurement plans, assuring superior supply chain execution throughout the entire project, documenting and communicating the supply chain strategy to cross-functional project teams
Develop RFQ templates based on Projects requirements and coordinate RFQ activities with theProcurementTeam
Implementing professional sourcing processes and coordinating procurement activities to deliver optimized material/service cost and ensure supply base meets the project’s cost, delivery and quality requirement and proactively driving procurement strategies in the project process- pooling, bundling, designing to cost, etc.
Understanding the scope of supply and customer contract agreements, performing risk analysis and preparing for negotiations with suppliers and identifying supply chain risks and monitoring the market forces related to supply chain during project execution to avoid potential issues/risks
Establishing material budgets and monitoring costs through project execution phase.
Coordinating with various commodity managers both locally and globally for supplier negotiations to assure project spending is fully optimized.Coordinate Supplier meetings for Design-to-Cost workshops. Work with Suppliers, Engineering and Supply Chain on cost-cutting measures
Present overall Supply Chain status to Upper Management within global organization, including status of Engineering releases, RFQ status, Purchase Order status, FAI status and deliveries. Coordinate all required First Article Inspections (FAI) for entire Project. Collaborate with Siemens Headquarters in Europe to access the European supplier base.
Identify, address and manage critical Supplier situations during each Project phase, such as capacity issues, delivery issues, financial issues etc. Develop prioritization plans for suppliers. Managing resources within Supply Chain to cover workload peaks during Project ramp ups in collaboration with the Department Managers.
Required Knowledge/Skills, Education, and Experience
Bachelor’s degree- focus upon supply chain or engineering discipline desirable
•5+ years of project experience
•Demonstrated broad supply chain knowledge
•Demonstrated strong negotiation skills
•Demonstrated strong knowledge and experience of Microsoft office applications
•Demonstrated solid communication and listening skills
•Demonstrated strong leadership skills
- Must be able to travel to Germany for a 4 month training engagement.
Preferred Knowledge/Skills, Education, and Experience
Rail Industry/Manufacturing background desirable
Ability to speak, read, write and understand German
